In 1994, WHO defined safe injection as "injection that does not harm the recipient, expose medical personnel to avoidable dangers, and pose no threat to others". The injection is defined as "unnecessary injection" when it can be taken orally, the injection drug is inappropriate or harmful, or the symptoms, or the diagnosis does not prompt the use of injection method for treatment.
